To Our OCM BOCES Community:

This year, OCM BOCES embarked on a new, three-year Strategic Plan that builds on our previous three-year document and continues to focus on our collective vision of empowering all learners. The new plan emphasizes three priorities and goals, all to be accomplished with a deliberate emphasis on diversity, equity, inclusion, and clear, effective communication.
 

  • People-Centric Excellence: Focus on workforce expansion, retention, staff recognition, and professional growth.
     
  • Student Success & Innovation: Champion student readiness and success by enhancing accessibility and strategically implementing innovative educational frameworks.
     
  • Operational Excellence: Proactively manage physical infrastructure and internal procedures to ensure equitable learning environments and enhanced organizational efficiency.
We invite you to read the entire Strategic Plan in the document below. During the remainder of this 2025-26 school year, we will develop and implement specific action steps under each priority area. As always, we appreciate your support and look forward to updating you on our progress.

Strategic Plan 2026-2029
OCM BOCES continues its commitment to continuous improvement by advancing key priorities shaped through meaningful input from our stakeholders. These priorities build on the collective vision of empowering all learners, with a focus on staff retention, student readiness, and operational efficiency. Each goal will be implemented with a deliberate emphasis on diversity, equity, inclusion, and clear, effective communication.

Priority: People Centric Excellence

Focus on workforce expansion, retention, staff recognition, and professional growth.

Goals:

  • Recruitment and Retention: Analyze data to strengthen employee recruitment, improve vacancy fill rates, and enhance overall staff retention.
  • Staff Appreciation: Expand opportunities for staff appreciation and wellness and implement systems to recognize staff who earn tenure or permanent status.
  • Professional Growth: Enhance professional learning by offering greater staff choice, broadening cross-training opportunities, and building skills in the effective use of artificial intelligence.

Priority: Student Success & Innovation

Champion student readiness and success by enhancing accessibility and strategically implementing innovative educational frameworks.

Goals:

  • Student Attendance: Continue efforts to improve attendance for all students through attendance letters, home visits, postcards, and action planning with families. Building on these strategies, implement data-based interventions for Tier 1, Tier 2 and Tier 3 with the goal of improving student attendance by 8%.
  • Community Schools Framework:
    • Deepen implementation of the Community Schools framework by using student and family data to identify unmet needs and build broad-based regional support for the Community Schools model.
    • Establish robust partnerships with component districts and community agencies to close identified gaps in academic, health, mental health, and family support services affecting students’ learning and well-being.
  • New York Inspires - Portrait of a Graduate:
    • Champion equity and future readiness across the region through the phased implementation of the New York Inspires - Portrait of a Graduate initiative.
    • Strategically align curriculum, instruction and professional learning across the region with the core attributes of the Portrait of a Graduate.
    • All teachers will be trained in Project Based Learning (PBL) and complete at least 1 PBL project per semester.
    • Facilitate professional learning that empowers staff to implement innovative instructional strategies and equitable grading practices aligned with the Portrait of a Graduate, ensuring every student has the opportunity to master essential competencies.

Priority: Operational Excellence

Proactively manage physical infrastructure and internal procedures to ensure equitable learning environments and enhanced organizational efficiency.

Goals:

  • Long Range Capital Plan: Develop this plan by 2027, followed by annual updates, to proactively manage and strengthen OCM BOCES’ physical infrastructure, ensuring equitable access to safe, modern, and sustainable environments for all students and staff.
  • Framework for Efficiency: Develop and implement a framework to identify and enhance standard operating procedures.
  • Technological Innovations: Continue embracing technological innovations, ensuring these tools are accessible to all students and staff to promote equitable and adaptive learning.
