Tanya Rosado-Barringer

Tanya Rosado-Barringer - Coordinator

Tanya has served as Mid-State's RBERN Coordinator for the last five years. Prior to her current role, she served as a Lead and ENL teacher for the New York City Department of Education. Tanya holds a Bachelors degree in Broadcast Journalism from Hofstra University, a Masters in TESOL Education from Lehman College and a Masters in Educational Leadership from Bank Street College.

Mikian Royer

Mikian Royer - Resource Specialist

Mikian Royer is originally from upstate New York, but has spent the majority of her 20 years teaching across the country and around the world.  She began her career as a Teach For America corps member teaching second grade in the impoverished Mississippi Delta region. After completing her service, she traveled abroad to teach in Damascus, Syria, Seoul, South Korea and Corinth, Greece.  Domestically she has taught almost every grade level from Pre-K through Adult ED with positions in Norfolk, Virginia, Hilton Head Island, South Carolina, Conklin and Syracuse, New York, and Fairfax County, Virginia.She has been involved in teaching English as a Second Language for more than 10 years with students of all ages and from all over the world.  
Mikian has an AS in Liberal Arts from Mohawk Valley, a BA in Social Studies from Utica College and an MSed in Elementary Education from SUNY Oneonta. 

Maria Fenton

Maria Fenton - Resource Specialist

Maria Fenton is a retired World Language teacher from the Solvay School District.  She has 30 years of teaching experience, speaks 5 languages, and is National Board certified. Maria is devoted to positively impacting student achievement. She is passionate about accomplished teaching, professional collaboration and reflective practice. Maria’s focus at Mid-State RBERN is to support districts with their World Language and ENL programs including the State Seal of Biliteracy, encouraging and strengthening multilingual, multicultural experiences for all students. She is the lead trainer for the Syracuse delegation of the Puerto Rican/Hispanic Youth Leadership Institute.


Liesl Coope

Liesl Coope - Resource Specialist

Liesl is a Central New York native whose love of languages and learning led her to her current position at Mid-State RBERN. She holds a Bachelor’s degree in Linguistics and a Masters degree in Teaching English to Speakers of Other Languages, both from the University at Buffalo. She has taught in Colorado and New York at every grade level and has also spent time teaching preschool and adult education. Her interest in language learning began in high school and was extended through her experiences as a Rotary Youth Exchange student over the course of a year in southern Thailand. Her special areas of interest include standards-based planning and grading for multilingual learners, co-teaching in the science classroom, and technology integration for culturally and linguistically diverse students.

Ingrid Hatt

Ingrid Hatt - Resource Specialist

Ingrid joins the Mid-State RBERN after teaching World Languages for 15 years at the middle school and high school levels. She speaks 3 languages and has over 20 years experience living abroad. She is passionate about multicultural and multilingual education for all students. Ingrid holds a B.A. in Political Science and Theatre and an M.S.T. in Secondary Education.Ingrid's focus will be to support districts with World Language programs and Bilingual Education.

Chelsea Mixon

Chelsea Mixon - Resource Specialist

Chelsea joins the Mid-State RBERN team after teaching ENL at the K-12 and adult education levels. She holds a B.A. in TESOL from SUNY Oswego with a M.S. in Inclusive Special Education from Syracuse University, where she is pursuing a PhD in Special Education and Disability Studies.

Collette Farone-Goodwin

Collette Farone-Goodwin - Resource Specialist

Collette is a former full-time Resource Specialist who is currently working part-time at Mid-State RBERN. Most recently, she has worked as an ENL teacher in the Central Square School District but will be working at the Syracuse City School District in the 2018-2019 school year as an ENL teacher. She has over 20 years of teaching experience working with students, including Multilingual Learners, at the adult, college, and K-12 levels and has New York State certifications in Early Childhood Education, Elementary Education, and ESOL. Her educational background is in Linguistics, Foreign Language, TESOL, and Education. She enjoys singing, shopping, baking, and spending quality time with her family.


Cindy Seeley - Office Manager

Cindy provides administrative assistance, oversight and support of budgeting and technology within Mid-State RBERN. Cindy has served OCM BOCES for over 10+ years. Prior to her role at Mid-State RBERN, Cindy served as an office manager and management liaison for the United States Postal Service and Bryant & Stratton.
