Mark Pettitt, Director of Personnel and Labor Relations

Prior to coming to OCM BOCES, Mark was the Director of Employee/Employer Relations for nearly 20 years at Delaware-Chenango BOCES where he represented 11 school districts in all facets of labor relations and personnel  Prior to that he was a Labor Relations Specilaist with the Jefferson-Lewis BOCES for 5 years.  He began his career as a union represenative for AFSCME and SEIU.  He is Past President of N.A.E.N. and Treasurer for M.A.S.L.A.


David V. Cirillo, Assistant Director of Personnel and Labor Relations

Mr. Cirillo received a Bachelor of Arts in Political Science from the State University of New York College of Buffalo in 1992 and a Juris Doctor from Thomas M. Cooley Law School in 1998.  Mr. Cirillo is admitted to the bar in New York State and the U.S. District Court for the Northern District of New York.  Before joining Onondaga-Cortland-Madison BOCES in 2004, Mr. Cirillo was an Assistant Corporation Counsel for the City of Syracuse practicing in the area of Labor Law and representing the City in contract negotiations. 

Mr. Cirillo is a Lieutenant Colonel in the 353rd Civil Affairs Command of the United States Army Reserve.

David G. Maestri, Labor Relations Officer

Mr. Maestri received a B.A., cum laude, in Political Science from Boston College in 1992 and a J.D., cum laude, from the Syracuse College of Law in 1998. He was admitted to the bar of New York State in 1999 and in the U.S. District Court for the Northern District of New York in 2000. Prior to joining the Onondaga-Cortland-Madison BOCES, Mr. Maestri was an associate attorney at Ferrara, Fiorenza, Larrision, Barrett & Reitz, P.C. where he represented both public and private sector clients in matters involving employment, labor, municipal, and education law.


Mr. Maestri is a member of the New York State Bar Association, the Onondaga County Bar Association, and Management Advocates for School Labor Affairs.
