The purpose of the Bilingual Education Planning Grant is to provide funding to public school districts for purposes of planning to implement a new Bilingual Education Program or English as a Second Language (ESL) program with bilingual support for English language learners (ELLs) and English-dominant students beginning September, 2013. The proposed plan for a Bilingual Education Planning Program will provide a framework for content teaching and learning in English and the target language and, at the same time, ensure that students develop functional literacy in both English and the target language.
