From the Board - Proposed Administrative Budget Increase Less Than 1%
For the past several months, the BOCES Board and staff have been focused on developing the 2011-2012 budgets. While BOCES faces the same challenges as all districts with increased costs of pensions, health insurance, and mandated services, we are unlike districts in both our revenue sources and our budget approval process.
Our budgets are not approved by public votes, as in the districts. Component boards of education are our public and vote on our Administrative Budget. That’s the budget that includes the costs of the BOCES central office (District Superintendent, Business Office, and Personnel), as well as the total cost for such benefits as retiree health insurance. Districts share in the Administrative Budget on the basis of their relative size using the Resident Weighted Daily Attendance (RWADA) formula. The BOCES staff has worked very hard to be able to present a budget that increases costs to component districts by an average of only .57%. Other than the Administrative and Capital budgets, the majority of our budgets are dependent upon the requests of the districts that use our services. Program budgets (special education, career and technical education, alternative education, non-instructional, Regional Information Center, and instructional support services) are all developed independently based on the requests of districts. Districts pay only for the services they request and in which they participate.
As we have developed all of our budgets, we have made the same type of hard decisions that school districts have to keep our unit costs at the same (or nearly the same) level as in past years. OCM BOCES Annual Meeting - April 7, 2011
The OCM BOCES Annual Meeting will be held on Thursday, April 7, 2011 at the McEvoy Education Campus in Cortland. Dinner (starting at 6:00 PM) will take place prior to the meeting. Don’t miss the fabulous dinner prepared by our Culinary Program students or the important meeting to hear about what is happening at BOCES.
The Board of Cooperative Educational Services will present its tentative administrative, capital and program budgets for 2011-2012 to the trustees and members of the boards of component districts in attendance.
Copies of the complete tentative administrative, capital and program budgets are available for inspection by the public between the hours of 8:00 am and 4:00 p.m. with the receptionists at the following OCM BOCES buildings: (1) Building A of the Henry Campus in Syracuse, NY; (2) the Career Training Center in Liverpool, NY; (3) the McEvoy Education Campus in Cortland, NY.

Budgets, Budgets, Budgets...
The development and formation of the Onondaga-Cortland-Madison BOCES budget is a lengthy process driven by the educational needs and requests of the twenty-three component districts served, as well as other districts served by the CNY Regional Information Center. OCM BOCES’ tentative 2011-2012 Administrative Budget, to be voted on by component school districts on April 25, 2011 is $5,706,110.

OCM BOCES Saves Districts More Than $23 Million in Shared Business Services in 2010
School Districts have a long history of working together to provide services collaboratively through the mechanism of Boards of Cooperative Educational Services (BOCES.) Initially designed in 1948 to help small and rural schools to collaboratively provide occupational education and special education, BOCES now also offer administrative, management and non-instructional services such as cooperative purchasing, technology and safety and risk management.
Some examples of shared educational programs include: career and technical education programs for high school students, alternative education programs, shared media libraries, technology services through the Regional Information Center and shared professional development training. Examples of shared business services include: cooperative purchasing of food and energy, health insurance consortium, worker’s compensation consortium and shared printing and copying.

Three OCM BOCES Board of Education Seats Open
The terms of office for the following three OCM BOCES Board members will expire on June 30, 2011:
Lisa O'Reilly (representing the Westhill, Lyncourt, Marcellus, Onondaga and Solvay school districts)
Michael Murphy (representing the Liverpool Central School District)
Joan Reeves (representing the Baldwinsville Central School District)
The following candidates have been nominated:
Lisa O’Reilly of 108 Watchtower Lane, Syracuse, is running for a three year term on the Onondaga-Cortland-Madison BOCES Board of Education.
Mrs. O’Reilly holds a BS in Business Administration from LeMoyne College and a MST degree in Education from LeMoyne College. She received her Elementary teaching certification in 2004 and has served as a member of the Westhill Board of Education since 2006 and has been the Vice President of that Board since 2010.
Lisa worked as the Regional Finance Manager for Deutsche Financial Services handling East Coast inventory finance portfolios. She resigned from her position to stay home and raise her three children (ages 11, 9, and 5).
Mrs. O’Reilly's interests include running and reading.
Michael Murphy of 115 Colony Park Drive, Liverpool, is running for a three year term on the Onondaga-Cortland-Madison BOCES Board of Education.
Mr. Murphy received his BA degree from LeMoyne College and his JD from Albany Law School of Union University. He currently is a practicing attorney.
Michael was past president of LeMoyne College’s Gold Wave, past Chairman of Niagara Mohawk Holdings, Inc., and Voluntary Federal and State Political Action Committees.
He served as member, board of director, division coordinator and manager of the Liverpool Girls Softball League, Inc. and was recipient of the Distinguished Service Award. Mr. Murphy is also in the LeMoyne College Athletic Hall of Fame.
Mr. Murphy has served four terms as a Liverpool Central School District Board of Education member (1998-2010), and also served as Vice President and President. He is in his second three year term as a member of the Board of Directors of the Central New York School Boards Association.
Michael, and his wife, Deborah, have two children, Lauren and Leah.
Joan Reeves of 7637 E. Sorrell Hill Road, Baldwinsville, is running for a three year term on the Onondaga-Cortland-Madison BOCES Board of Education.
Joan has been a Baldwinsville Board of Education member since 1981. She is the daughter of Mr. and Mrs. Cecil Reeves of Baldwinsville. In the past she served for 12 years as Vice President of the Board and as President for 5 years.
She has served on various subcommittees, including legislative, transportation, negotiations, contract, policy, facilities, audit, and Baldwinsville Comprehensive Education Planning Team (BCEPT). She currently serves on the facilities and BCEPT committees. She also serves on the Onondaga Madison School Boards Association Board of Directors.
Joan has been employed by Plainville Farms in charge of purchasing, regulatory compliance, and product development for the company. Her interests include reading, volunteering and spending time with family and friends. She believes that giving back to the community is important. She attended SUNY Oneonta and Oswego and received additional education at Bryant and Stratton and Cornell. Joan has three children, all graduates of Baldwinsville schools. Jamie is a Project Manager for Springfield Public Schools, Ryan is pursuing a degree in Computer Science and Lt. Eric Reeves is a NFO with the United States Navy stationed in Anacortes, WA. |
OCM BOCES Seeking Nominees for Alumni Hall of Fame
This spring OCM BOCES will recognize the accomplishments of two deserving Career and Technical Education program graduates with induction into the first class of our new Alumni Hall of Fame. One graduate from the OCM BOCES McEvoy Campus in Cortland and one graduate from the Henry Campus in Syracuse will be selected by the OCM BOCES Career and Technical Education Advisory Committee to be honored in June. The purpose of the Hall of Fame is to recognize individuals who have graduated from OCM BOCES programs and who demonstrate leadership in their field. By identifying successful graduates, we hope to provide positive role models for current students, while making the public aware of the accomplishments of our former students and the potential for success through the high quality programs offered by OCM BOCES.
District Superintendent Jessica Cohen hopes the idea of a hall of fame will inspire current OCM BOCES students. “There are so many stories out there about our former students who have achieved success in their careers. We want our students to hear about the achievements so that they can see what is within their reach with hard work and an OCM BOCES education.”
To be considered for the OCM BOCES Alumni Hall of Fame, individuals must be a graduate of an OCM BOCES Career and Technical Education program, must currently be engaged in a career related to their program of completion at BOCES, must demonstrate leadership in their field and show civic responsibility.
Nomination forms for the OCM BOCES Alumni Hall of Fame are available in the main offices of OCM BOCES’ Career and Technical Education buildings and can also be downloaded online. In order for candidates to be considered for induction in 2011, nomination forms and all supplemental materials must be received by OCM BOCES Director of Career, Technical and Adult Education, Robert Leslie, no later than Monday, May 16, 2011.
