Meet Our Instructors
COSMETOLOGY
Sheila
Lapsley
has been in the Cosmetology field for 26 years,
and has studied with Goldwell of New York,
Nexus, L'Oreal, Schwarzkopf, Framesi, and others
for haircutting, coloring, and chemical
straightening. As a salon owner/operator, she
brings her own valuable perspective to the
classroom. Sheila is also a certified New York
State Board Examiner for Cosmetology.
Cynthia
Foran
has been practicing Cosmetology for forty years
in Syracuse, New York. She is a State Board
Supervisor/Examiner for the New York State Board
of Licensing for Cosmetology. She holds a BS
degree in Education from SUNY Oswego and
attended Syracuse University for her Masters
degree in Rehabilitation Counseling. Cynthia is
also co-owner of Labella Grande Salon and Day
Spa, which employs 22 artists. She has been
teaching since 1984 and is certified for both
private and public education.
Bonnie
Manion
is a New York State Certified Teacher of Trades
for both Secondary and Adult Education. She
obtained her teaching education at Oswego State
University. She has held a cosmetology license
since 1971 and is licensed in both New York and
Virginia. She has owned and managed her own
Salon for 25 years. Other Education experiences
include studying under artists such as Arnold
Ziggerelli and Susan Borga in Pittsburgh, PA and
at the Graham Webb Institute in Washington, D.C.
HEALTH OCCUPATIONS
Nancy
Chappell
graduated from PIMA Medical Institute and holds
Certification from the Dental Assisting National
Board (DANB). She is also a New York State
Licensed Dental Assistant. She has worked in the
Dental field for 15 years and has taught at OCM
BOCES since 2001.
Kathy
Lovier
has worked for OCM BOCES for nine years and has
20 years of Nursing experience. She has a BS in
Nursing and is a permanently New York State
certified teacher in LPN Education.
Amanda
Mills
holds a Bachelor of Arts degree and is Microsoft
certified at the Master level in Office 2000.
Amanda has been teaching at OCM BOCES since 2001
and has been an instructor of the MA program
since 2003.
Mary
Miner
is a registered nurse. She was formerly the
clinical instructor for the nursing assistant
program and is now the lead instructor.
Joan
Pridmore
holds a 3 year RN degree and has worked for 30
years in the nursing profession. She is a
permanently New York State Certified teacher and
has worked for OCM BOCES for 11 years.
OFFICE TECHNOLOGY
Judy
Leonhart
holds a BS in Business Education and has 21
years of experience with computer training in
both educational and corporate settings. She is
also Microsoft Office User Specialist certified
by Microsoft in Access, Excel, PowerPoint,
Outlook and Word.

TRADES & TECHNOLOGY
Ray
Clark
holds a BS degree from Oswego State University.
He has owned and operated his own Appliance
Store for 15 years, sub-contracting his skills
to larger companies. He has taught the part time
HVAC/R program at Oswego County BOCES and OCM
BOCES for the past 18 years. He also is a
certified proctor for the EPA Exam and holds
certification for Carbon Monoxide Testing and
the Building Performance Institute part of the
Energy Star Program in New York State.
Harvey
Goyette
has over 28 years experience working and
teaching in the HVAC/R industry.
Ray
Grennell
has 33 years of welding experience, with 12
years as an instructor for UTC Carrier Corp.
William
Huber
has 25 years experience as a technical trainer
with a national chain.
John
Sweeney
is a graduate of Virginia Commonwealth
University in Richmond and is finishing a
Masters Degree in Education at SUNY Oswego. He
is a Certified Teacher in New York State as well
as being a certified instructor through the
National Center for Construction research and
Education. He comes to us with over 20 years
experience in both commercial and residential
construction.
